Did a lot of research on this, and talked to a few of the netdev folks. This
wont be fixed, and no sane fix has been proposed. The concensus is that it's
just too damn hard compared to the benefits.
Seem some cards already support this through ethtool. However, it's mostly
supported by hw, not a kernel supported feature.
The usual answer is that things like network monitor should poll the interface
often enough to see when it overflows 32 bits, and adjust itself internally to
display the correct results.
