The upstream inotify implementation has been fixed to never reissue wd's. 
According to Robert Love, the reissuing of wd's was never intended and should be
treated as a bug.

Attached is a one-liner fix which Robert assures me fixes the problem.  This fix
has been included in the final release of 2.6.13.

Please package this.
