Ok, that's a standard setting that should work.

After some discussion on IRC (jbailey and mjg59), we've come to the conclusion
that this problem is the result of several bugs.

1) The debian installer should remove the splash config option from the boot
loader if debian-installer/frame-buffer=false is passed to the installer. Filed
a bug for this.

2) usplash needs to fix it's method of putting modules in the initramfs so that
vga16fb isn't autoloaded. This is why removing "splash" from the config doesn't
currently disable the module, and atleast allow things to work again.

3) vga16fb is broken on some systems. This is bug that I need to look into.
Retitling this bug to reflect that.
