Please promulgate Mattermost charm

Hi all


I created a Charm for Mattermost based on Casey's initial proof of concept.
I've been using it for more than a year now to host a Mattermost instance
for our local hackerspace. I can highly recommend the application, it's a
worthy Slack alternative!

So, hereby my -better-late-than-never- request to promulgate the charm.

The charm supports both http and https traffic (with a lets encrypt
certificate that gets automatically renewed) and stores its data (encrypted
at rest) in PostgreSQL.
