17.08 OpenStack Charms release

Announcing the 17.08 release of the OpenStack Charms.

In addition to 204 bug fixes across the charms and support for the
Pike OpenStack release, there is a new charm for Gnocchi, support
for neutron internal DNS, percona cluster tuning and much more.
