[Review Queue] MySQL, IBM Platform Application Center

I took a trip through the review queue is week. Here's what I did:

      I believe that the codebase for this charm has moved. Pinged the
      maintainer, asking them to take a look.

      Was unable to test due to an issue with a missing term.
      - Read through the code, and left a few notes about minor issues; the
      important thing is to get the term fixed so that we can verify the tests,
      however.
