[Review Queue] gpfs

I spent some time reviewing the IBM GPFS charm today.  This is a python
charm and the code seems really well done.  Again this is a charm that
needs a separate binary to be manually downloaded.  This charm requires
that the file must be unpacked and hosted as an apt repository before we
can deploy the charm.  I was unable to get the binary from IBM in time for
the review so I reviewed the other parts of the charm.

Since we don't have the binary, it could not be fully tested and pass a
review.  I contacted the developer directly and we are working on getting a
binary file so this review can happen.  More to come!
