[Review Queue] - Project Clearwater Bono

I did a cursory review of the Clearwater Bono charm, which is a component
of the larger ClearWater Teleco NFV stack. They have come a long way since
my first encounter with the charm back at TADHACK in 2014. There's a few
things to beef up on the charm, wrt fail-safes on clouds that are not AWS,
and I would like to see tests added to the charm.
