Juju stable 1.24.3 is delayed by Joyent cl;oud issues

Joyent Cloud users cannot put objects in to Manta storage. Juju CI and
Juju Releases processes cannot publish to the stable 1.24.3 agents to
streams. We are watching

The Juju QA team unbocked CI by switching the Joyent testing config to
use the testing agents placed in AWS.

We cannot omit Joyent from the release of 1.24.3 without also removing
it from the agent mirrors registered at streams.canonical.com. If the
issue is not resolved tomorrow, we may choose to remove Joyent from
the agent mirrors. Joyent deployment would fall back to
streams.canonical.com for agents in such a case Joyent users might
notice that deployments on new instances are slower, but as Joyent is
the fastest public cloud deploys in, deployments will still be fast.
