Openstack bootstrap error

Hi,
I have been trying to bootstrap juju for 'openstack' environment. The instance being created and floating ip is also associated and also I am able to ping that instance but later bootstrap fails when it is "attempting to connect" giving the error "failed to bootstrap environment: waited for 10m0s without being able to connect: ssh: connect to host " .Can anyone help me regarding this issue?
