vhost-config apache2 hook

Hi,

i'm trying to implement the vhost-config hook (apache2 required), in a
sample charm to test this hook, but for some reason, despite it seems the
info is arriving to the tests, it is not getting it up.
The code is here:

Any idea where to go from here?
