Reactive OpenStack charming

My tempest charm needs to talk to Horizon. The openstack-dashboard
charm provides the http interface, but in a clustered scenario what I'd
really like is the hacluster VIP. I've perused the (experimental)
reactive OpenStack layer[0] which carries adapters for OS services
which expose the service VIP -- I'm unsure how to use that layer or the
adapters though (or if it's even appropriate).

Any guidance on this would be much appreciated.
