Charm store maintainership access for online services charmers

Hi everyone,

ElasticSearch and Gunicorn have been maintained by the
onlineservices-charmers for a while now and are being run in production.

I'd like to propose this team be given charm store commit access without
gating through ~charmers, similar to how we do the ~openstack-charmers:

https://launchpad.net/~onlineservices-charmers

This will allow ES/gunicorn fixes and features to land quicker.
