[Review Queue] - Logstash-Forwarder

Short update this week, I got to review the Logstash Forwarder submission
by Chris Stratford which is going to be an excellent addition to the charm
store. It introduces a non-java subordinate log shipping agent that
integrates with the ELK stack.

A few issues prevented it from being accepted at this time, but the
modification list is farily short.
