Hi Folks

As part of ongoing work to improve and sustain the quality of the
OpenStack Charms, we are going to start enforcing the linked policy on
charm development work in this area:

The intent is to ensure that the charms in the charm store remain
stable at all times and that new features are introduced on a regular
cadence, rather than ad-hoc, after appropriate testing has been completed.

I've targeted all currently proposed changes at the /next branches.

Alongside this work we are also working to include Amulet tests in all
Charms so that we can start doing more automated gating of proposed
changes.
