Adding two more charm feature bullets

I would like to add two more things as "check marks" that charms can
check off as features:

The two would be listed under Scalable:

Monitoring - has relationships to allow the service to be monitored by
any existing monitoring charm
Remote Logging - has relationships to allow the service to remote log.

This would make it obvious to people that these charms are designed
for larger deployments.
