(JuDO) juju digital ocean provider

Hi Folks,

I've put together a juju plugin that automates vps provisioning on digital
ocean.

This is a bit different than a regular provider, it relies on client side
provisioning using the manual provider. Basically manual provider allows us
to provide juju any machines with juju just managing the workload and the
machine resources being managed externally. This plugin provides for
machine allocation using the digital ocean api.

This isn't  a full juju provider so certain behavior is different, ie
machine resources should be allocated before being use (the docs go into
some more details).

The primary motivator here is to get a low cost vps provider  to allow
people to use juju for workloads management at a better price point (ie 10
small vms for the price of a single ec2 small on demand instance) and to
demonstrate the utility of manual provisioning.
