new juju-deployer and jujuclient releases

Hi Folks,

There's a new version of juju client (0.15) on pypi with support for some
of the latest api features that have been added to core (as of the weekend)
including add-machine, destroy-machines, r/w env config and constraints,
charm upgrade.

Also a new version of juju-deployer (0.2.8) on pypi with support for unit
placement, using a deploy-with syntax analogue.

There's more work on deployer in the pipeline and along with that is
probably a sun-setting of python-juju support in deployer the next release.
