Tests needing to detect when environment is fully ready

I spoke too soon. It seems to be failing to let me wait on a unit's
settings in a peer relation:

$ jitsu watch postgresql/6 --state=started -r replication
whatever=this_should_fail

It also gets just as far if I specify an invalid peer relationship
name... something seems broken here.
