I think increasing review throughput is worth doing regardless of what 
we decide to do with Mark's original proposal, and I think that both of 
these facts are certainly going to increase cycle time -- and my opinion 
is that we should be doing everything possible to drive down cycle time 
-- while doing what is necessary to maintain and increase quality.
