Policy proposal: All new charms must include tests.

Hi everyone,

- We have testing infrastructure coming online in January, and a suite
of tools to make it easier for charm authors to write tests.
- We have an Ubuntu LTS release in April.
- We have Juju Core 2.0 on the horizon.

I think it's about time we made "All new charms must include tests"
policy in order to increase the quality of the charm store.

All existing charms in the store official store will be grandfathered
in, and we will conduct new audit for those. That'll be in a separate
email later today.

But in the meantime I'd like for us to draw a quality line in the sand
for all new incoming charms.
