Why not just have a juju-1.9.13-any-amd64.tgz build. Seems just as
reasonable as --fake-series, works well with --upload-tools, and doesn't
require extra bandwidth. Its essentially just a
if vers.Series == cur.Series || vers.Series == "any" in FindTools
