does ~charmers need to be in ~juju-gui?

I did this as part of changing the ownership of the "official" juju-gui
charm from ~charmers to ~juju-gui. Part of what we discussed was that
charmer teams owning offical branches were fine as long as ~charmers
were added to the individual charmer teams.
