Juju lxc/python3 issue on raring

Using the juju local provider on raring has this bug:

It appears that a python 2 only lxc script is getting run with python
3 instead, which blows up. I've had a look over the local provider
code and don't see anything obviously bogus on this front, and nothing
significant has changed there recently. Perhaps of note is lxc-ls is
the only command there not wrapped in sudo. However, I got Alan to
look at his user environment, and there didn't seem to be anything out
of the ordinary.

Barry, Serge, any ideas on what the issue might be, or how to go about
debugging this?
