Release prep for 0.5.2 and 0.6

So I've been working at targetting things for the upcoming 0.5.2 and
0.6 releases. To recap:
0.5.2 - Backported OpenStack provider and bugs with a low regression potential only.

A major goal of this release is to be able to push this into Ubuntu
12.04 as an update so that we no longer have a special patched version
there. Secondary to that is to give other users who are not necessarily
running juju client from Ubuntu 12.04 a stable update for production
systems. Also this will fix 0.5.x releases so that they do not try to
deploy "trunk" when using juju-origin: PPA, but rather will deploy the
latest 0.5.x from a new PPA: ppa:juju/0.5
0.6 - All dev done since 0.5.1, includes some backward-incompatibility with 0.5

There are still quite a few bugs unresolved here. The two that are left
unassigned are things I'm hopeful could have a quick turnaround but will
likely be the first to drop. The High/In Progress items are things that
need to be commited to lp:juju within the next couple of days or we have
to push them back to either a 0.6.1 or 0.7, depending on whether or not
we think they will introduce backward incompatibility.
Please take a moment to review the list for 0.6 at the link above and,
if you are assigned a bug that is not fixed yet, either fix it or move
the milestone to 0.7 or remove the milestone altogether.
