Time to make precise the target for charm development.

I'll be working with the Launchpad admins today to get the dev focus of
lp:charms moved over to precise.

I've also been thinking that we should do more to automatically push
charms back/forward in releases whenever their branches have not diverged
and their tests pass. We'll talk more about that at UDS. I've setup a
blueprint here:

We probably should target beta1 in future releases, so that we have more
charms fully tested and working on the new release.

Anyway, Mark Mims has completed smoke testing of all the oneiric charms
on precise, and there don't seem to be any regressions, so I'll have
the dev focus changed ASAP (not going to promise today, but soon).

This should only really be relevant for ~charmers. When promulgating,
make sure to push to:
