Juju subcommands now wait for the environment to be ready

Juju subcommands, as necessary, now wait for the environment to be
ready following a bootstrap. This change means you can do the
following:
$ juju bootstrap && juju status && juju whatever-else-i-want-to-do
and not see an error.
This change is available as of r432 and has landed in the current
PPA. Changes to the Juju docs to reflect this change are in
progress.
It's hard to imagine any reasonable scenario that would impact
existing scripts that currently do their own retries; see for example,
http://wtf.labix.org/434/ec2-wordpress.out. More importantly, you can
remove any such retry logic.
