Charm browser defaulting to open

This isn't quite the same, but when you dismiss it you end up at the url
/minimized/; long-term users can go to that url off the bat to not see the
browser.

We could consider making that state the default, but I would be concerned
about the charmbrowser no longer being discoverable in that situation.
