develop has been branched in preparation of 2.2-rc1 release

Hi all,

develop is now the future 2.3 branch. A patch will be landing soon to
bump the version.

There is now a 2.2 branch. This branch will be used for the 2.2 release
candidate. Landings onto this branch are currently restricted. The
restriction will be lifted when 2.2.0 is released.
