New juju in ubuntu

Small changes to the juju 1.X packaging based on further feedback.
There's now a unified juju-1 package that contains the 1.25 locations
but juju-1 alias, and no juju-1.25 package. Also, the local packages
depend on the new juju-mongodb2.6 (though they'd work fine with the
unmaintained 2.4 too).
