public no address error in juju status

I noticed this too but I was working on a critical bug and didn't want to
get distracted by it. The warning seems to get emitted by each call to the
FullStatus API for each machine without a public address (which happens
during provisioning). Once the machine has an address the warning stops. A
warning seems like a poor choice for such a routine event.
Git says Mr Foord is the author of that line. Michael, is there any reason
not to drop the log level to DEBUG for this?
