GCE provider, successful bootstrap and deploy

Eric Snow and myself have recently been working on the GCE provider. As of
today, we have officially bootstrapped and deployed and setup a Wordpress
instance and related MySQL instance.

We are still manually working around some issues with GCE images and
cloud-init. The issue is fixed and merged, we are just waiting for that to
be SRU'd in to trusty and utopic.

We are now working on getting better test coverage in place and addressing
remaining TODOs that we left as we were writing code.
