We created the 1.25 branch based on master a8ee96a
    https://github.com/juju/juju/commits/1.25

Make fixes to the 1.25 branch and forward port them to master. If the
bug only has a single bug task in the affected table, you need to add
the 1.25 series, and milestone, then change the first task to 1.26-alpha
1
