ACTION: if you have "admin" hardcoded in scripts, this is a warning that things will change soon(ish)

This isn't looking to change any existing environments.
All current logins will continue to work.

This was only going to be for NEW environments, and only those that are
created after the change has landed, which it isn't yet.

The idea is that if you want to control the name of the initial user,
you pass it through on the bootstrap command line.

    juju bootstrap --user=admin

This would make the initial user called "admin" just like it is now.
It would be the default behaviour that would change.

I agree that `juju api-info` would be good, and we could just have
something like `juju api-info --user` to get just the username.
