HA further work

I have updated the HA-related tickets on the Kanban
to list them in rough order of implementation.

Specifically, I have moved them all into the same
section in the Kanban board and sorted them so that tickets
with least dependencies are first, and tickets which
we don't need for the minimum viable product are
last.

Hopefully that means it will be easier for anyone that
wishes to pick a card to implement. Many are fairly
trivial.

I have said that we should have a MVP by April 11th.
My hope is that we can something fully built by the end
of this week, giving us a week for debugging, live
testing and the inevitable unforseen contingencies. If things
go well, I think it's still possible we can get everything done by
then.
