Juju 1.17.5 is released

We own the /juju/ name space under streams.canonical.com We can put
what we want in there. At this time we put /tools/. We Juju looks at
    http://streams.canonical.com/juju/tools
to find tools and mirrors.

I will ask Ben again to clean up the mistaken rsync files.
