I don't know what 11289530460295 is (The scripts publish to
60502529753910 and since the mirror file hasn't changed since November
2013, I think they have always published to the container in the
mirrors file.

I see I published to this url:

And I see this URL in streams.canonical.com
    http://streams.canonical.com/juju/tools/streams/v1/cpc-mirrors.json

Juju CI does not see any issues with HP. We use the same publishing
script for test as releases to verify we have the correct credentials
and push to the right location.

We may have a bigger problem out side of our control. As I noted in
the release log, Hp was having a bad day before we started the
release. Some people weren't seeing the tools. My browser timed out 2
or of 3 tries, but there were no network issues between ec2 US East
(Juju-CI) and HP US West.
