Summary of critical regressions

Sorry shamans, CI hates juju.

My hope to block merges that don't fix regressions may have backfired.
In a flurry of successive merges, both stable and devel juju now have
more regressions then every before,

Devel:

    HA tests timeout

    MongoSuite.TestJournalDisabledDetected fails on precise amd64

    Cannot bootstrap on azure: cannot create log collection

    Manual provider does not respond after bootstrap
    https://bugs.launchpad.net/juju-core/+bug/1347715

The manual bug has had several commits, but none has helped the test
to pass. The HA, Azure, and Test suite buds might be fixed by
reverting commit 62e172632c3e9d8496805ed5223f9f4acc28986a

Stable:

    precise unit-tests fail in 1.20
    https://bugs.launchpad.net/juju-core/+bug/1350911

    Multiple lxc boostraps fail because stable is leaving stale locks
    https://bugs.launchpad.net/juju-core/1.20/+bug/1351004

These two bugs block the publication of 1.20.3 test streams.
