Running juju tests on windows

The tests haven't been updated to run on Windows at all.  There's a
substantial amount of work to get them working (a lot of which will
probably be simply marking tests as "don't run on Windows", since we aren't
going to support running the state server on Windows).  That'll fix any
problem with mongo - we should never be running mongo tests on Windows.

My suggestion is that we fix the immediate Windows client bug in whatever
way is expedient (which probably involves hacking out some of the
non-ubuntu workload code that has landed), and then spending time getting
the tests running on windows.

My apologies, this was a work item I knew needed to be done, but I didn't
push it to the top of the stack, and should have.
