We talked at the start of the week about which parts of the closed
network support we were going to focus on, and we had the list:

 * http proxies
 * apt proxies
 * extra apt locations
 * overriding locations using /etc/hosts

I had some feedback from some of our guys in IS, and they pointed out
that editing /etc/hosts should be a last ditch effort.  We started at
the top, and realised pretty quickly that both http proxies and apt
proxies had a lot in common, so we did them together.

This isn't just about containers, but they can benefit from it.

Any place that has egress controlled through proxies can benefit from
this.
