Juju 1.17.1 milestone

IMO, a 1.17.1 release this week would be great. There's a number of important
user visible fixes eg
1. many local provider improvements/fixes (done this week)
2. much better custom image metadata workflow
3. fixes for ssh key management
4. ready to bootstrap with new streams.canonical.com metadata
5. manual provisioning fixes etc etc

The outstanding issues are important, but there's a lot of useful stuff already
committed that users can gain benefit from (and we can get feedback for).
