Avoiding my $2000 AWS bill

Sorry, what I mean is, the billing alerts are only settable in one region,
but I think they apply to the bill from all regions (you only get one bill)

At least I hope it works that way. I can test it  out tomorrow and make an
alert in US east and see if something in US west triggers it.
