Two new bugs blocking CI

Juju CI found this regression today:
    "upgrade-juju broken in lxc"

We are setting up manual provider tests. We get failures though. We
are not certain if CI has found a bug, or if the tests need to be
setup differently.
    "manual provider: juju bootstrap fails with "102 bootstrapping
failed, removing state file: exit status 1"
