A short list of bugs that block 1.18.0

I think we all would like a short list of issues we can burn down to
reach the 1.18.0 release.

I don't have an issue with targeting the bugs we want in the 1.18.0
release to the 1.18.0 milestone, and pulling the bugs to an earlier
milestone like 1.17.3 when we have a fix. This practice does not
indicate when everything that must be in 1.18.0 is fixed though.

For the last 4 weeks, my criteria for 1.18.0 has been compatibility
with 1.16.0. When 1.18.0 can work with 1.16.0 servers and agents, and
with scripts written for 1.16.0, we know that our work is ready for
production use. Incompatibility with the previous stable release is a
regression, and the listing of regressions matches my expectations

If you disagree with the listing, let's fix the tags. Once this
listing is all Fix Committed, we can ask our selves why we want to
delay a release.
