saucy images on hp cloud

As a side note there is an issue on HP for new users that only access
to 13.5 HP cloud services not being able to deploy images that are
indexed from the 12.12 service. I have a support ticket opened with HP
support to bring the 12.12 images forward to 13.5.
The issue David seeing is different and I have been able to reproduce.
I can verify there is a 13.10 image on HP cloud, however it is not
indexed at:
http://cloud-images.ubuntu.com/releases/streams/v1/com.ubuntu.cloud:released:hpcloud.json
I'll get with the team Certified Public Cloud team that indexes these
images and see if we can get an updated stream.
