   - Made a decision on log rotation / syslog:

All machines will broadcast directly to the state server nodes’ syslog from
inside Go code.
All machines will also write to a local file for unit-N machine-N logs.
 These logs will be rotated from within the Go code.
The state servers will collect syslog to all-machines.log the way they
currently are.
Panics will be caught at the top level and written to all log targets
before exiting.


   - On call reviewer is changing to a set schedule, since that is easier
   for people to plan around, and it also lets us tweak it to make sure we
   have reviewers in different time zones.
   - We're going to spend time each week fixing flaky tests and also try to
   move some of the system-y tests into CI and out of unit tests.

   - We're moving forward with an offer for a candidate for Casey's team.
