issues with the local provider and saucy

Hasn't worked for me for a few weeks on saucy. Although i get a different
issue versus what gary reported (pending container indefinitely). Mine is a
failure to bootstrap, with what looks like a race condition between juju
writing the upstart template to disk and then immediately trying to start
it before inotify has triggered and registered the job with upstart.
