Canonistack tools layout

As mentioned by Andreas the current tool discovery is a bit wonky on
Canonistack.

If you start doing "swift list" you'll see that we have a "juju-dist"
container which has a tools/ subdir containing the tarballs. It *also*
has a streams/ and a tools/releases/ with a 1.15 tarball and a
tools/streams/

We *also* have a 'tools' container, that has releases/ and streams/
*as well as* tools/releases and tools/streams.

I imagine that we need to spend some time thinking clearly about what
the layout should be, especially wrt compatibility and the entries in
Keystone (and the public-bucket-url that we have been advertising).

I can imagine we might need 2 copies of the data, but right now we
have 3-4. (one for simplestreams, one for the fallback method for
earlier clients.)
