Update "launchpad.net/loggo"

It looks like Tim's recent patch to change how logging is monitored
needs an updated "launchpad.net/loggo".

I don't know the timing of it, but I had loggo 38 here for a long
time, and you need at least loggo 39 (trunk is currently at 40).
