Goose ownership changed

Hi folks

Just a heads up - we can now land branches to Goose again.

This was blocked since the project was still owned by ~gophers instead of ~juju
(following the recent team membership changes). The result was we couldn't set
the MP to Approved and hence trigger the landing bot.

So now the maintainer and driver of Goose is set to ~juju and things are back to
how they were.
